Aamer Syed works as Vice President RSB Infrastructure Business – for Sika Corporation and is based at the Lyndhurst, NJ corporate office. Sika Corporation is a worldwide technology leader in concrete admixtures, repair materials, roofing, waterproofing and flooring solutions. Sika has over 100 years of history in construction chemicals including cement, epoxy, polyurethane and silicone-based technology etc.
Aamer received a B.S. in Mechanical Engineering in the year 1995 from NED University in Karachi, Pakistan. Aamer completed his MS Management Program at Stevens Institute of Technology, NJ in 2003. Aamer’s work experience includes representing Hilti Corporation for four years in Pakistan. Aamer joined Sika Corporation in 1998 as a Tech Service Rep/Test Engineer. His current responsibilities include overseeing Product Management of Sika’s Refurbishment and Sealing and Bonding Target Markets. In addition to that he also leads Sika’s sales team responsible for the infrastructure market across the country.
Aamer is a member of ICRI, ACI, NTPEP, ATSAA and Bridge Preservation TSP at the national level where he participates on various technical committees.

I am a US Navy Veteran (93-98) and a Journeyman Carpenter with Local 432PA. I hold 3 degrees related to construction including a bachelor’s degree in project management and 2 associate’s degrees in construction estimating and construction supervision. As a Journeyman Carpenter I have years of experience as a foreman completing concrete in the field from new build concrete construction and restoration work as well.
My current position is Construction Manager for Pullman’s Pittsburgh Branch. These duties include managing and training restoration crews in many scopes including Concrete, Brick and Stone Masonry, PT repairs, FRP, CFRM, Shotcrete, Epoxy injections, Traffic coatings, and many others restoration scopes. We also work with several Engineering firms to complete investigations to create repair scopes. I currently also lead the Pullman Pittsburgh Branch Safety team.
I have been an ICRI member since ~2019. I was elected in 2023 as a chapter director and am currently a VP nominee (Election Jan 2025). I currently Leading Pittsburgh’s growth initiatives and sponsorship drive committees. As well as leading Pittsburgh 2027 ICRI Fall Convention exploratory committee.
I am currently a voting member of the ICRI 120 Health and Safety committee. I have Attended the last two Fall conventions and attended a variety of committee meetings including 120 Health and Safety Committee, Conventions Committee, Awards Committee, and the board of directors meeting.
Elected or not, I look forward to continuing to help ICRI grow nationally and locally.

Innovative Masonry Restoration
After graduating in construction management from the University of Wisconsin, Jim started his career working at an architectural firm. He then moved onto working as a project manager for a masonry restoration contractor based in Minneapolis. In 2013, after 14 years on the job, he and a business partner started Innovative Masonry Restoration. The company is now in its 11th year of operations, and they have completed over $80 million of masonry and concrete restoration work. In his current position as an owner, he has many choices of organizations to join. Jim chose ICRI not only for the networking but most importantly the resources and education the organization offers. He is certain he can provide feedback from his current experience to continue to improve training and the quality of the concrete repair across the industry.

SKA Consulting Engineers, Inc.
David G. Tepke, PE, FACI is a Principal Engineer at SKA Consulting Engineers, Inc., Charleston, SC. His interests include construction evaluation, structural and durability investigations, and design for extending structural service life. David is a registered Structural Engineer in Georgia and is registered as a Professional Engineer in a number of states. He is a Fellow of the American Concrete Institute, a NACE/AMPP Certified Corrosion Specialist, an ACI Certified Nondestructive Testing Specialist-Str, and an ICRI Certified Concrete Surface Repair Technician. David Chairs ACI Committee 222 (Corrosion) and the ACI Executive Committee on Codes and Standards Advocacy and Outreach; serves as an ICRI Carolinas Board Member; and additionally serves other ACI, ICRI, RILEM, and AMPP committees focusing on professional development, durability, specifications, corrosion, and service life extension topics.

Mark is currently the senior estimator and project manager at Culbertson Restoration, LTD. He graduated from Williamson College of the Trades and has spent the last 12 years at Culbertson Restoration. Mark has served on the board of directors of the Delaware Valley ICRI Chapter and was that chapter’s President in 2020 and 2021.

The following are nominees for the 2025 Nominating Committee. Nominations and elections are conducted to ensure representation from varied geographic areas and industry disciplines. Those elected to this committee will serve three-year terms. The other members of the committee will be Chair Pierre Hebert and Vice-Chair Brian MacNeil. Previously elected and serving until December 31, 2025, are Stephen Grelle and Tara Toren-Rudisill and serving until December 31, 2026, are Ashly Ellison and Kurt Tyler. Thomas Brennan, USCP Technical Manager holds a Bachelor of Science in Mechanical Engineering from UMass Amherst and has spent his entire career in construction. After five years as a Project Engineer with ExxonMobil in Houston, Mr. Brennan joined USCP in October of 2021. Thomas currently oversees the QC program and leads development of new products, in addition to supporting sales efforts nationwide. A hands-on understanding of USCP’s products makes Thomas instrumental in sourcing raw materials needed to maintain competitive pricing and lead times for manufacturing projects. Thomas is a member of the board of directors for the Baltimore-Washington ICRI Chapter, ACI Field Technician I certified, a published author in both the ICRI Concrete Repair Bulletin and the American Shotcrete Association’s Shotcrete magazine, and a previous ICRI National convention speaker.
Christopher Kottra, PE
Building Technology Consultants, Inc.
Christopher Kottra is the managing Principal at Building Technology Consultants and has over 20 years of experience with evaluation, repair, structural design, and analysis of a variety of structures. He is a licensed Professional Engineer (PE), a Registered Exterior Wall Consultant (REWC), and a Certified Construction Contract Administrator (CCCA). He is currently a member of ICRI, SWR Institute, BEC, and APRA. He is a past president of the Chicago Chapter of ICRI and currently the co-chair of ICRI Committee 410 – Masonry.
Mr. Kottra has presented at SWR Institute, ICRI, BEC, IIBEC, CAI, and ACTHA, speaking on various aspects of property maintenance such as the value of reserve studies, exterior wall maintenance, fundamentals of traffic bearing membranes, and case studies on parking garage and facade repair projects. He has also authored or co-authored several technical articles that have been published in industry organization publications.

Ammar Motorwala, PE, is a Project Manager in SK&A’s Structural Repair + Restoration Division who has over nine years of experience in the structural repair industry. He has successfully designed and managed numerous strengthening and renovation projects, showcasing expertise in structural assessments, investigations, and design. Ammar is dedicated to advancing SK&A’s capabilities in structural strengthening and construction engineering, with a particular focus on externally bonded fiber-reinforced polymer (FRP) and other innovative retrofit techniques.
In addition to his professional role, Ammar is an active volunteer and leader within the industry. He serves as the vice-chair of ICRI’s Technical Committee 330 – Strengthening and Stabilization, contributing to the development of industry standards. Ammar also participates in code-writing committees, including the ASCE 7 Wind Load Subcommittee and as secretary of the newly established ASCE 11 Committee for Structural Condition Assessment of Existing Buildings.
Ammar’s commitment to the profession extends to mentoring and leadership, demonstrated by his role as Past-Chair of the Younger Member Group Board of Coordinators for the Structural Engineers Association of Metropolitan Washington (SEA-MW YMG). His diverse experience, technical expertise, and dedication to advancing the field make him a valuable candidate for the ICRI Nominating Committee.
Matthew Mowrer

Mr. Mowrer graduated from Drexel University in 2005 with a bachelor’s degree in Civil Engineering. He has more than 19 years’ experience as a structural engineer including 8 years with O’Donnell & Naccarato. Mr. Mowrer heads O’Donnell & Naccarato’s Restoration Department, helping to preserve structures for generations to come. He performs assessments on all types of structures and providing repair designs. He is also a voting member of ASTM E06 Committee on Performance of Building Enclosures. He was a past president of the DelVal chapter of ICRI and currently is a board member of Metro NY chapter. In addition, he currently is on committee 320 and 510 with ICRI.
Jeff Welty

Jeff is the Owner and President of High Rock Waterproofing, Inc. based in Winston Salem, North Carolina providing service in the Carolinas and Virginia. Jeff is passionate about engaging young people through industry awareness and trade specific training. His career focus has been a consultative approach to providing professional general contracting services for the concrete and masonry restoration industry. Jeff has 30 years of experience including field work, estimating, and project/personnel management. Jeff is currently secretary of ICRI Carolinas and a SWRI board member (2022-2025). When not working Jeff enjoys running, boating, fishing, bourbon and traveling.
